Child Care Health & Safety, LLC offers fee-for-service consultation on health, safety, and the developmentally appropriate environment. Services are provided through telephone, e-mail, on-site visits and professional development continuing education to owner-operators, directors, administrators, professional staff, and parents/guardians of Pennsylvania’s licensed (Office of Child Development, Department of Education) and to non-licensed early care and education programs.

 

Child Care Health Consultant Role

A child care health consultant is a licensed health professional with pediatric training/expertise, who provides health and safety support to a child care program.  According to Caring for Our Children: National Health and Safety Performance Standards Guidelines for Early Care and Education Programs, Third Edition, a child care health consultant should be able to perform or arrange for performance of the following functions (limited list):

  • “Assessing caregivers’/teachers’ knowledge of health, development, and safety and offering training as indicated”
  • “Assessing children’s knowledge about health and safety and offering training as indicated”
  • “Consulting collaboratively on-site and/or by telephone or electronic media”
  • “Developing or updating policies and procedures for child care facilities”
  • “Reviewing health records of caregivers/teachers and children”
  • “Assisting in the development of disaster/emergency medical plans (especially for those children with special health care needs) in collaboration with community resources”

Importance of Personal Care Routines in Pennsylvania Keystone STARS

The Office of Child Development and Early Learning (OCDEL) of the Pennsylvania Department of Education and Public Welfare measures the quality of early learning programs through the Keystone STARS rating system.  According to OCDELS, “quality care environments provide a stimulating, loving atmosphere in which children  thrive mentally, socially, emotionally and physically” ( Demonstrating Quality: Pennsylvania Keystone STARS 2010 Program Report , p. iii ).  To learn well, children must be healthy and well-cared for!

The Keystone STARS rating system uses the Environment Rating Scales ( ERS ) to assess the classroom environment.  One subscale of the ERS is the Personal Care Routines measurement, which assesses the health and safety practices of the site.  Personal Care Routines are measured by all four Environment Rating Scales – ECERS-R ( Early Childhood Environment Rating Scale-Revised ), ITERS-R ( Infant/Toddler Environment Rating Scale-Revised ), FCCERS-R ( Family Child Care Environment Rating Scale-Revised ), and SACERS ( School-Age Care Environment Rating Scale ).

In Pennsylvania, Personal Care Routines consistently receive the lowest score in all four Environment Rating Scales .  On a 0-7 scale, the average Personal Care Routines score among Keystone STARs assessments in 2010 was:

  • ECERS-R : 3.65 ( ERS total: 5.23)
  • ITERS-R : 3.20 ( ERS total: 4.97)
  • SACERS : 5.12 ( ERS total: 5.67)
  • FCCERS-R : 3.29 ( ERS total: 4.92)

These results demonstrate the overall low quality of Personal Care Routines among Pennsylvania child care facilities.  Although the ERS scores are improving overall ( Demonstrating Quality , p. 71 ), health and safety ratings still need to be improved!

Child Care Health & Safety, LLC provides fee-for-service nurse consultation on health, safety, and the developmentally appropriate environment to assist the early care and education owner-operator, lead administrator, and/or director in identifying Current Strengths and Areas to Improve within the program. CCHS will help facilities read, understand, and apply state regulations and NAEYC standards to specific situations within the program.

The CCHS consultant will develop an Action Plan with the program, starting from an assessment of the current state ( As-is ) and a vision of what the program would like to be in the future ( To-be ).  Working with owner-operators, directors, administrators, and professional staff of the program, the consultant will work with the program to develop a plan to understand and address the differences between the current and desired state of the program ( Map the Gap ).

* review of health and safety policies and procedures documentation, training programs, etc.

The CCHS consultant will assist the program to define the future ( To-be ) , including:

The CCHS consultant will work with the program to understand the difference between the current and desired state of the program, and develop a plan to address that difference ( Map the Gap ) , by encouraging:
